The vampire is a boss monster: it appears rarely and guards a key or orb. It is very difficult to defeat in a fair fight due to a combination of factors: it uses transference to recover health and can transform into a swarm of vampire bats at will, which negates most status effects. Using a scroll or wand of negation on them removes their powers and allows them to be easily defeated.
In Brogue 1.6.2, wearing Armor of Multiplicity can cause the vampire to clone itself if it attacks you in bat form. The clones will also be enemies; therefore, it is a very bad idea to wear multiplicity when facing a vampire.
